Objective:On the basic of understanding the distribution of economic developing leveland geographic characteristic in Anhui province, analysis the development situation,demand and barrier of new rural cooperative medical county agencies personnel ofAnhui Province samples in2010, aiming to explore the effective construction anddevelopment way of new rural cooperative medical county and township agencypersonnel with different economic development level regions in Anhui province, toprovide a theoretical reference for new rural cooperative medical county and townshipagency personnel development in similar areas, and providing theoretical basis forgovernment formulating the relevant policies.Methods: Through literature studying and theoretical analysis, combined with thereport of new rural cooperative medical, designing research program of developmentand contraction of county and township agency personnel of new rural cooperativemedical, formulating three investigation tables, it including new rural cooperativemedical agency, new rural cooperative medical agency personnel intention,urbanemployee and residents medical insurance agencies, and then experts advice andpreliminary investigation to amend and perfect research program and form gradually bygroup discussion. According to economic development level in Anhui province, dividedinto high, medium and low three areas with different economic level, and according to regional characteristics of Anhui province, extracting three counties from differenteconomic level areas (Peasant per capita incoming of three counties is9213yuan/year,5665yuan/year,4550yuan/years respectively) to be investigated. Through acombination of qualitative and quantitative methods, and main contents including:county agency setting, the situation of personnel structure, personnel training,influencing factors of human development and construction and influencing factorsranking, the number of agency personnel servicing population of urban employee,residents basic medical insurance. Using Excel software, graphic method, ratio methodto statistics and analysis the survey data.Results:(1) College and undergraduate degree of agency personnel of new ruralcooperative medical are accounted for97%, medical professional account for41%,computer professionals only account for6%, intermediate title account for56%, auditand accounting personnel together account for73%.(2) College and undergraduatedegree of agency personnel of urban employee and resident basic medical insurancetogether accounted for92%, account and auditing personnel post total account for62%.(3) County and county, township agency personnel of new rural cooperative medicalservice the number of participation per capita71596,8581, agency personnel of urbanemployee and resident basic medical insurance service population of11979per capita.(4) The sum of outpatient and inpatient which county agency personnel of new ruralcooperative medical account is four times more than the total sum of the compensationfor urban employee and resident basic medical insurance, the number of outpatient andinpatient compensation which county agency personnel of new rural cooperativemedical audit per capita is five times and eight times more than outpatient and inpatientcompensation per capita of agency personnel accounting of urban employee andresident basic medical insurance.(5) High, medium, low economic level regions shouldbe respectively configured109,189,160county agency personnel by ratio method. Qualitative results, high level of economic region should be configured countypersonnel of15-20, another kind of viewpoint thinks according to the reference number1/10000configuration personnel; in low economic level area, most managers shouldequipped with18-20,15-19.(6)The effecting factors have six aspects, the order isfunding, staffing, training, network construction, office environment, reward incentivemechanism.(7)The effective way of qualitative results, finance should be considered,deployed, planned under the actual situation; the funds are bringing into the same levelfiscal budget, and periodic allocation, formation mechanism. In the field of staffing,agency of new rural cooperative medical introduced staffing standards as soon aspossible; according to the number of servicing population, demanding post setting tofull staff. In staff training, adhere to open, fair, selection, strict mechanism of selectingtalent; established post,personnel director, responsibilities division; according to thepolicy adjustment, real-time training; the regular fixed-point or multi-channel andmultiple forms of training; training may include policies, compensation calculation andstrong pertinence and practical content and so on. In reward motivation mechanism, thepersonnel salary is bringing into management of civil servants; recommending ofestablishing the reward incentive mechanism. In network construction; establishing thestandard computer room; and maintenance the system regularly; training the computerskills of personnel. In office environment, suggesting to establish the unified building, itcan be incorporated into the new rural housing construction project.Conclusion: The education of agency personnel is mainly to college and universitydegree, specialty structure is mainly to medical professional, lack of computerprofessional; title distribution is difficult to meet the demanding of work, postdistribution is mainly to audit and accounting post; agency personnel is not fulfilledwith designated position, personnel services the large number of population; andauditing workload is heavy; development demanding of agency personnel in different economic level areas is different; the barrier factors of human development mainlycontain six aspects, the order is funding, staffing, personnel training, networkconstruction, office environment, reward and punishment incentive mechanism;building the effective development and construction way of human resources indifferent economic levels areas, strengthening attention of government, making agencyposition of new rural cooperative medical clear, funding allocation, staffing standard,making reward and incentive mechanism build clear, improving office environment andinformation level, to promote development and construction of county and townshipagency personnel of new rural cooperative medical.
