The Empirical Analysis Of Public Health Expenditure In China

Since the reform and opening-up, we have a great development in terms of public health. However, the outburst of SARS in2003and the fact that people having difficulty and high cost in access to first-class hospital in recent years proved unsound functioning in public health service. Furthermore it suddenly struck to us that the relationship between public and public finance.As we all know, the government expenditure on public health service should be regarded to some degree as a donation from the government for the welfare of the public. It is great necessary to contribute economy increase, improve people’s health and promote social equity. Analyzing the equity of the public health expenditure can ensure that government will effectively advance reasonable distribution of public health resource, so to avoid "offside" and "vacancy".This paper gives empirical analysis on the public health of urban and rural areas from four aspects:the public health financing equity, fairness of resource distribution, service fairness, equity in health, and has a simplified dynamic evaluation of public health expenditure performance, which could reflect problems. Then it analyzes the causes, finally puts forward policy suggestion from the public finance and construction of the fair public health expenditure.The paper includes the following parts:the first chapter is introduction, mainly introduces the research background, research significance, research methods and the overall thought. The second chapter is the literature review of the previous research, looks for the lack of the research, and the definition of related concept. The third chapter is overall analysis of public health expenditure in China from the scale and the structure. The fourth chapter is the public health expenditure analysis about regional, urban and rural, and gets the conclusion that the inequity is narrowing. The fifth chapter gives simplified evaluation through the selected indicators on the performance of public health expenditure, and gets the conclusion that the Chinese public health expenditure performance has been always improved since2003. The sixth chapter is the conclusion and policy proposal, summing up the conclusions and putting forward to perfect the public health expenditure on the aspect of government.
