Discussion On Health Personnel Training Path Under The Context Of New Medical System Reform In Fujian Province

The thesis focuses on the actual situation of health personnel training in grassroots level of Fujian province by literature review, questionnaire, qualitative research, interviews, quantitative analysis. There are certain defects on how to train health personnel. The serious absence of government responsibility has specially do harm effect on the development of rural health services. Now grassroots level of Fujian province has appeared lots significant problem. Such as:basic health resources allocation is unequal, personnel construction investment is not enough personnel training mode is single not multiply,further medical education system is undeveloped. The study considers the suitable paths to train health personnel from the perspective of government, the medical education system, and primary health institutions management. Firstly, government would do macro control and policy guidance to construct well reform environment. Secondly, higher education institutions will pay close attention to adjust training mode, to do curriculum reform and promote graduates employment guidance specially at grass-roots level. Thirdly, three-grade general hospitals not only do the aid with residency training, but also to play a leading role on training assistant doctor and helping health institutions to held further education. Finally, after the new medical reform policy implementation, other cities have promoted certain new advanced methods in basic health personnel training which should be further researched by our basiclevel health institutions. They will try their best to find out a best way to foster more skill-excellent basiclevel health personnel. What they concerned is how to enhance strong points and avoid weaknesses in different aspects, such as:programs, teachers, students, managers and so on. We hope every intitution will make their own contribution on the health services in order to realize the goal that everybody has been enjoyment of basic medical insurance, services and basic public health services.
