Financing System Of New Cooperative Medical System

As the process of New Cooperative Medical System are speeding up today,a social medical security system has been built in rural areas basically in China.The NCMS has vigorously developed the primary health care and health work in rural region and improve the condition of the peasants for medicare service. However, funding difficulties are still critical problems for the NCMS.With the purpose of proposing the financing system of NCMS,It’s vitally important to conceptualize how to perfect the financing system of NCMS.This thesis discusses the legeal system of NCMS and its financing system based on the analysis of problems and causes of funding difficulties compared with the advanced experience in the foreign legal system. And subsequently a proposed of improvements in the financing system is offered.At first the overview of NCMS and its financing system are described in this thesis.The origin and development of the NCMS and the legal nature are illustrated.Then it elaborated the theoretical basis and institutional values and the basic mode for financing system. Then current funding system are discussed, including the subject, principles, standards, sources, methods and levels, compared with the traditional period and the reconstruction period.By analysising the problems and causes of NCMS, it showed that there are five reasons in current funding system while analysis of the corresponding causes. Experience and inspiration of foreign legal system in medical insurance are followed.The analysis of the financing system in three international models draw a conclusion that legal system and Government’s investments and diversification of funding sources are key points in financing system.At last, improvemets for financing system of NCMS are proposed. There are three aspects, part one illustrated how to perfect the legal system. Part two elaborated the details such as main principle, sources, standards, methods and legal liability in financing system.Part three discussed the use of funds system and the financial supervision system.Funding issue is a prerequisite for the NCMS. It’s important to improve the financing system for promoting NCMS and protecting the right of farmers’health.lt is also important for the development of the rural economy and social justice.
