The world today witnesses more and more environmental complications and more and more paroxysmal events, among which a majority are public health emergencies. With high population density, frequent personnel exchange, and more and more susceptible people, cities in China are becoming high risk areas where public health emergencies are increasingly possible to burst out. Therefore, it is a no-time-to-delay priority to work out effective strategy to deal with these public health emergencies.Based on analysis of the characteristics and status quo of recent public health emergencies and reference to experiences in other developed countries, this paper puts forward a set of tactics to consummate a public health emergency handling system with application of computer integration management. This paper consists of 5 parts. The first part analyses the background and significance of the topic; the second part defines some concepts of the public health emergency, including public health and public health emergency, and brings forward some guidelines and principles; the third part analyses the status quo in China, including characteristics and classifications of public health emergencies; the fourth part compares the emergency tactics in USA, UK and Japan, and points out some referential experiences to China; and the fifth part advances some strategies for public health emergencies in China, and proposes to consummate the computer integrated system for public health emergencies, and educe the anticipatory effect.
