Study On The Assessment Index System Of Resident’s Health Literacy Based On The Public Health Emergencies

Emergency means possible emergent public health incident which directly affect the public health and social security, and needs to be handled immediately. It includes biological incident, chemical incident, nuclear radial incident, terrorist attack, pandemic infectious disease, congregative unknown disease, severe poisoning, public-influencing toxic leaking, radioactive hazardous incident and public health-influencing natural disaster. Of late years, as the globalization of economic development, large scale of population movement, and lack of standardization in food and drug industry development, public health emergency (PHE) occurs frequently, bringing great threat to the public health and safety, and having a far-reaching impact, physically and psychologically. It’s an important responsibility of the government at all levels to strengthen people’s ability to deal with PHE and reduce the damages. This is an important content for our country to protect public health, maintain social stability and create a harmonious society.Health literacy (HL) is the comprehensive ability for an individual to obtain, understand, transmit and process basic information and services, use these information and services to make suitable health decision and eventually reach the goal of maintaining, improving and constantly promoting one’s own health. In the process of handling PHE, people also need to get PHE related information, understand it, transmit it and deal with it, then make a coping strategy, fulfilling the purpose of reducing the damage of PHE. Therefore, it’s necessary to do some research on the influence of PHE to residents’HL.This study aims to establish a scientifically reasonable, comprehensive and strongly feasible system to evaluate HL index. Basing on evaluation research of HL at home and abroad, considering definition and characteristics of PHE, this thesis establishes and interprets the connotation of resident’s HL based on PHE from four different sides such as knowledge, behavior, faith and function. After literature study, focus group discussion, and two round of Delphi method, system to evaluate HL index is established, and fuzzy synthetic evaluation method is used to calculate the weight of various indicators. Providing basic to empirical study on resident’s HL. Questionnaire is designed according to PHE evaluation index system, and composite index of resident HL is built to do a preliminary evaluation to residents" ability to cope with PHE, this will provide feasible evidence to the enhancement of the ability.
