Studying Of The Healthcare System Reform In China

Establishing and improving the health care system is a major livelihood issues, an factor of social stability, and an important part of building a harmonious society. Nowadays, most of the countries in the world have established the health care system of different types. When the countries including China is encouteiring the new situation, the fate of the reform of medical and health care system determines whether social sustainable development will be succeed or not.After the reform of medical care system in China was basically unsuccessful before2005, the root of the problems of overcharging the common people for inadequate medical services still exists, therefore, how to improve the health care system became a focus of concerns of the government, the scholars and the public. In2009, the new reform scheme of medieal care system has been gradually spread and operate on step by step. In the scheme, furtherly stated the goal of the first three years’ work (until2011):actualizing the basic medical care system covering city and countryside in China. In2012, the reform has entered a crucial stage. Recently, international and domestic situations are changeable, besides the exsiting difficult issues we have encountered before, we are now facing more problem.This undergoing reform must have a long process,in which we should not only refer to the experience of other countries and regions,but also adapt our own circumstances.This article studys from the view of the system transition theory, supported by the welfare economics and institutional economics,using the historical method and the comparison method, not only analyzes chronologically the reforms of our nation’s medical care system, and also makes a lateral comparison with a few representative nations and regions around the world, aims at constructing medical security system which is in line with China’s national conditions and the future trend,and providing corresponding theoretical reference.There are seven chapters in this thesis. Chapter one is introduction, briefly introduces the background and the value of this study, presents the research method and research thinking,summarizes relevant research at home and abroad, lastly points out the innovation points and the shortcomings. Chapter two analyzes chronologically the reforms of our nation’s medical care system. Chapter three analyzes the new reform scheme of medieal care system and points out the problems we faces. Chapter four makes a lateral comparison with the U.S.A, Japan,Singapore and Taiwan about the health care system and the reform. Specifically compares the new reform scheme with reforms of other countries and regions form six different views. Chapter five analyzes the influencing factors about what models should be chosen from four views. Chapter six mainly puts forward several enlightenment and policy recommendations for the system design of our country’s medical care system reform. The last chapter draws the conclusion of this thesis,and directs the future reserching orientation. Studying the existing health care system in the world from different views does not aim at imitating the existing models of other countries and regions blindly, but aims at finding a way with Chinese characteristics.
