Practice And Consideration On Comprehensive Reform Of The Medical And Health Institutions

Health care reform has been a worldwide problem. Accoding to the report raisedby Development Research Center of the State Council in2005, the health care reformin China was partial failure, it mainly reflected in the insufficient governmentalfinancial fund input, the low health care coverage, the persistently high medicalexpense and the over-load medical burden. In recently years, on the basis ofsummarizing the past experience, the Chinese government has launched a new roundof health care reform, and the primary health care comprehensive reform waspositioned as the first stage of the medicare reform. Therefore, the effect of theprimary health care comprehensive reform have the direct bearing on propel of thenew round of reform and what is more, to protect and advance the interests of thepeople.In the present thesis, the current situation of the primary health carecomprehensive reform in Chun’an county, Zhejiang Province was discussed.Acoording to the field survey, interview and related literature and data consulting, thehealth system status quo, medical insurance system, national essential drugs systemand the health talent team construction in Chun’an county were summarized. Thepurposes of this paper were trying to make a probing analysis of the existing problemsand the causes of the primary health care comprehensive reform from the selectedsample, and on this basis, to propose a series of specific countermeasures to completethe reform: rationally distributing of medical resources in county and township, andnarrowing the gap between the rural and urban areas; improving the system of basicdrugs, and approving the medical conditions for grassroots; improving theperformance appraisals system, and motivating the medical staffs’ enthusiasm;enhancing primary the health team construction, and improving the medical service;shaping a good medical image, and increasing the crowd’s satisfaction. Through theempirical analysis of Chun’an county, the aim of the present thesis was to give reference for the primary health care comprehensive reform in Zhejiang Province andeven nationwide.
