In the backdrop of changes in social thought, China’s modern epidemic prevention undertaking rose progressively at the beginning of the20th century. The Qing government regarded epidemic prevention of the people that were organized as an important function of the country formally, which changed the phenomenon that government attempted nothing and accomplished nothing. The system of norms and the actual operation were reformed. Medical administrative organizations’ creation and laws and regulations’promulgation, epidemic preventive hospitals’building and medical personnel’training, they changed the society in growth, which were more powerful in the control of the plague in the North-East provinces. However, social forces were not suppressed, and armed with the medical knowledge of the mind to keep pace with the times. So, social forces owed more victories in the face of the plague. At the same time, semi-colonial and semi-feudal society decided epidemic prevention in foreign settlements that were determined by the westerners. And as a result of culture, science and technology, economic, epidemic prevention of the concessions were unequal.The Qing government, social forces, foreign settlements, their action had the same historical background. In the last years of Qing Dynasty for10years, the pestilence broken out frequently, in which plague, smallpox and cholera were the most serious and largest, distribution of which were universal and imbalance, and along with the social, demographic, economic development and social order, the plague increased gradually. In particular, climate geographic and environment of south of the Yangtze River decided intestinal diseases that were more serious. But the respiratory diseases were more severe in the North than the South.Plague was the alienation phenomenon between the nature and society, and was the systems engineering about material, system, spirit. Generally speaking, environmental pollution and damage were the direct causes, and population, communication, health, customs etc. were indirect factors. The development of the society improved the epidemic prevention ability, and brought environmental pollution and damage etc., which reflected a kind of progress from agricultural country to industrial country. Plague of the last years of Qing Dynasty for10years had transformation of the meaning and can not be avoided in plague history.
