The outbreak of the plague in Early Qing Dynasty from the scale to the scope are unprecedented. However, the plague did not cause serious social unrest. In addition to the reasons for its pre-liberal political and economic development and other objective reasons, What is more important is that the emperor himself, officials at all levels, throughout the squires and the majority of healers, and other community efforts to deal with the plague. The Qing Dynasty central government take active specific measures to prevent diseases such as smallpox. Officials at all levels devoted them into the active plague relief. The squires helped the persons in difficulty. The majority of healers developed various types of plague epidemic research. The latter three kinds of strengths is the main reason that the Qing Dynasty plague didn't erupt seriously in large area.
