The strong development of medical and health services is a necessaryrequirement, which improves people’s health and quality of life. Medical talent,especially, high-level medical talent is an important guarantee to developmedical and health services by leaps and safeguard people’s health.Along with the in-depth study carried out on Chinese medical high-leveltalents’ performance assessment, the focus of performance assessment turned tothe surrounding performance. At the present stage, the situation of surroundingperformance assessment on Chinese medical high-level talents is this: First,assessing past surrounding performance behaviors is the starting point ofsurrounding performance assessment. Second, index system of surroundingperformance appraisal is not comprehensive, which is limited to one side ofexaminee. Third, management of surrounding performance assessment hasloopholes, which leads to the implementation process of surroundingperformance assessment has obstacles, even interrupt. Fourth, the traditionalmodel of performance assessment, which regards assignments as the leading ofperformance assessment, is ingrained in the minds of leaders of hospital.Therefore, leaders of hospital don’t pay enough attention to the surroundingperformance assessment.This paper combined the status of the medical class of high-level personnelwork at the present stage, the problems and the reasons, Build a surroundingperformance appraisal system for medical class of high-level personnel under theguidance of the theoretical system.First, studied from purpose, principles,methods, processes of surrounding performance appraisal about the medicalclass of high-level talent, design of the assessment scale, evaluation valuecalculation method. Secondly, used the fuzzy comprehensive evaluation methodto build a comprehensive evaluation model of surrounding performance appraisalabout the medical class of high-level talent and calculate the performanceappraisal value. Finally, described the cycle, the design of complaint process of surrounding performance appraisal about the medical class of high-level talent,the results confirm of surrounding performance appraisal and the reasonableapplication. Finally, proposed a strategy to optimize the surrounding performanceappraisal of medical class of high-level talent on the basis of the research ontheory and current status in the former paper:The first is to overcome twotendencies, both task performance and surrounding performance, Awarenesssurrounding performance and integrating performance. Second is the cultivationof surrounding performance appraisal about the medical class of high-level talent,diversified training, constantly improve the level of the theory and practice skillof the medical class of high-level talent, stimulate them peripheral performancewishes and improve the incentive mechanism. Third, standardized managementof surrounding performance appraisal about the medical class of high-level talent,determine the subject and its responsibilities of surrounding performanceappraisal and ongoing communication of surrounding performance appraisal.This study hopes to provide some help for the specific methods of operationof surrounding performance appraisal about the medical class of high-level talent,and play some reference to the practice of surrounding performance appraisalabout the medical class of high-level talent.
