Competition in the medical and health care market becomes increasingly fierce,since our country begin to reform the medical and health system. For public hospitals,the opportunities and risks of reform and development coexist. In order to adapt to the marketable economy system and satisfy the country`s needs of the development in medical and health care, the increasingly diversified and personalized medical health care service demand of people, public hospitals in their-self management began to utilize modern enterprise management and gradually transform welfare party into "enterprise" service. In order to seek better survival and development, and provide people with better health service and so on, these new changes bring higher requirements for hospitals to strengthen and improve their management, and arouse the work enthusiasm of medical staff and improve the understanding of the professional spirit, scientific and reasonable use of all resources. The hospital of traditional Chinese medicine of Jiu Jiang city, focus on traditional medical health care, health care,scientific research and teaching as one of the third-grade class-A hospital of traditional Chinese medicine, faced with both opportunities and challenges to the development of the situation. In the background of the new medical health system reform of our country has entered the critical period, the hospital of traditional Chinese medicine in Jiu Jiang city must vigorously promote the development opportunities to take the depth study of hospital medical staff performance management, and formulate or implement the optimization of the hospital performance management plan to improve their own management.Based on the existing performance management theory and practice research, the author utilizes the first-hand information of performance management distribution in the work practice to make literature research and queries a large number of relevant materials. Otherwise, this study intimately grasps the hospital performance appraisal methods and relative theories at home and abroad, such as Management by Objective theory(MBO), Key Performance Indicators(KPI) and Balanced Score Card method(BSC), etc. This article takes the hospital of traditional Chinese medicine in jiu jiang city as a representative to introduce the running status of performance management system. It also minutely elaborates the accounting classes, methods, income and distribution, analysis such the problems existing in the current performance management system and points out that business assessment index is incomplete, that quantitative assessment index is difficult to establish and the single problem of incentive measures. Aimed at solving these problems, this study carries on the earnest summary and thinking, puts forward some new optimization measures for hospitals to implement performance management more scientifically. Also, it further improves service quality and management level based on the analysis of the arrangement, such as increasing risk margin and the post allowance in order to further improve the hospital management andthe role of performance management in the hospital management, so as to make the performance management of the medical staff realize scientific plan, vigorously promotes the implement, evaluation and feedback.
