The essence of competition of modern hospital is the competition of human resources. In the reform of higher education system of the late twentieth century, along with the universities merger upsurge, A batch of medical colleges attached to the Ministry of health originally or local government medical colleges merged into the universities, its affiliated hospitals have become affiliated hospitals of university, How to establish and improve the management system of affiliated hospitals from comprehensive universities is one new exploration for practitioners and researchers. The mode of management of human resource that can not only arouse the enthusiasm, but also play the advantages of the management of human resource from affiliated hospitals still does not appear.The theory tool used in this research is strategy management and performance management. The method of this research used is the field survey method, we start this research from Y affiliated hospital of Z university.With the related data of Y affiliated hospital, we analyze the situation of human resource and human resource management. By means of theoretical tools, we discuss the features of strategic management and performance management of human resource about Y affiliated hospital. On the strategic management of human resource, human resource management of Y affiliated hospital has not associated with the strategic plan of hospital development, meanwhile, it still does not form scientific management system of human resources. In the performance management of human resources. Its awareness from hospital isn’t high,the contact between performance management and strategy of hospitals is inadequate,meanwhile it is lack of application of performance feedback.Based on the above analysis, the improved countermeasures of human resource management of Y affiliated hospital proposed by this research include:innovation of hospital management system, rationalizing the relationship between the university and hospital; human resource planning, establishing the strategic mode of human resource management; progressively desalting identity management, transforming from identity management to the post management; establishing the system of performance management, promoting the management performance, of human resource.This research includes two possible innovations:one is the strategic management of this research as a research tool, in the human resource management of subsidiary hospital of university,we implement the idea of strategic management in order to enhance human resource management of subsidiary hospital of university. The other is to discuss how to implement the performance management overall, by analyzing the performance management of the affiliated hospital of university, in the process of management of human resource from subsidiary hospital of university.
