In recent years, the urbanization in our country is developing very quickly; people’s livingstandards are improving; the people’s requirements of transportation land, industrial land andconstruction land are also increasing. This will inevitably lead to the cultivated land resources areoccupied, and the cultivated land resources securities are under serious threat. The JiansanjiangReclamation Area as a typical representative of the Heilongjiang Land Reclamation is the majorgrain-producing area in Heilongjiang province. The cultivated land resources security ofJiansanjiang Reclamation Area is not only related to the economic development of reclamationarea also affects food security and social stability in Heilongjiang Province. Evaluate the cultivatedland resources security status helps to protect the cultivated land resources’ rational using andsustainable development. Whether are the cultivated land resources in the study area safe, withoutsecurity, how to deal with to solve; If the safety, how to protect. It is the purpose of this research.This article learned from related relevant existing research, choose the JiansanjiangReclamation Area as the study area,select1992,2001and2009three years remote sensing imageof study area, use remote sensing (RS) and geographic information system (GIS) technology toanalysis the change of land-use in the study area. Extract forest coverage rate, the proportion ofreserve arable land and other evaluation factors from the interpreted land use cover data of3yearsstudy area. Based on the spatial analysis function of GIS, paper extracts the Slope and Aspect twoevaluation factors. In reference to other research on the basis of analysis of the influencing factorsof cultivated land resources security, from the cultivated land quantity security, quality securityand ecological security three aspects, selected the “per capita cultivated land area”,“soil organicmatter content” and “forest coverage rate”21evaluation indexes to build a cultivated landresource security evaluation index system of Jiansanjang Reclamation Area. Used the analytichierarchy process (AHP) method to determine indicators weight and used the multi-factorcomprehensive evaluation method to evaluate the cultivated land resources security index. Dividedsecurity level, and visual the evaluation results in Fig.The results show that:(1) Drawn from the analysis on cultivated land change: the intensity ofthe cultivated land use change of the study area from1992to2001is lower than it from2001to2009; the speed of the cultivated land use change of the study area from2001to2009is lower than it from1992to2001; the characteristics of the cultivated land spatial variation in study area werethat: from1992to2001, the cultivated land in Chuangye Farm and Honghe Fram transferred outthe area is larger than into the area, the area of cultivated land inflow is the most in Daxing Farm;from2001to2009, the maximum area of cultivated land inflow is focus on Qianfeng Farm,Bawujiu Farm, Nongjiang Farm and Qindeli Farm. The most area of cultivated land outflow is inDaxing Farm and Qindeli Farm.(2) The situation of the cultivated land quantity security inJiansanjiang Reclamation Area is good, the security level of three years is basic security level andabove; the area of the cultivated land in highly secure and safe level increase year by year. Theaverage value of cultivated land resource quantity security of study area in1992,2001and2009were5.03,5.56and5.99. The quantity dynamic change of cultivated land resources securitytended to improve.(3) The situation of the cultivated land quality security in JiansanjiangReclamation Area is good; the evaluation results of three years were that the largest proportion wassafer level cultivated land. But the average comprehensive evaluation of cultivated land resourcesecurity in1992,2001and2009were7.16,7.14and6.85. The cultivated land resources qualitysecurity tended to decline.(4) The cultivated land resource ecological security state in JiansanjiangReclamation Area is not as good as cultivated land quantity security and quality security state. Itappears the weak security level. Calculated the average value of cultivated land resourceecological security of study area in1992,2001and2009were5.24,4.04and5.03. Cultivated landresource ecological security shows a ‘V’-shaped dynamic change.(5) The situation of thecultivated land resource comprehensive security in study area was medium, no unsafe and weaksecurity state. The largest proportion of cultivated land was in basic security level. From1992to2009, the situation of cultivated land resources in Jiansanjiang Reclamation Area showed dynamicchanges first decreased and then increased. The cultivated land resource in the safest situation wasthe Chuangye Farm in1992; in2001it was the Qindeli Fram; and it was the Honghe Farm andNongjiang Farm in2009.
