A nature reserve is a protected area of importance for wildlife, flora, fauna or ecosystems and of special interest, which is reserved and managed for conservation and to protect the corresponding land, water or territorial afforded by local laws. It is essential to protect, resorte, develop and make reasonable use of natural resources, which is also helpful to improve the human environment and promote the development of production, culture, education, health. Jiemu river National Nature Reserve was proved by the State Council in2008, locating in Yuanling County of Hunan Province known as the "Western Gateway, natural state," which is the key area of terrestrial biological diversity and the one of200ecological zones determined by the WWF. Its specific location has an important role in the soil and water conservation and climate regulation.Preliminary analysis of Jiemu river National Nature Reserve indicates that the total land area is13041hectares,92.93%of which is forest land,that is12,119hectares, while arable land accounted for2.32%(263hectares of paddy fields, dry land40hectares); the remaining is for other land. specimen collection, field surveys, and previous data illustrated vascular plants have206familia,894genus and2368species, such as38family,85genus,311species of fern,7family,19genus,28species of gymnosperms and790family,161genus,2029species of angiosperms. Meanwhile, there are23species of national protected plants,4and19of which are first-grade or second class state protection, respectively. Moreover, there are a total of242kinds of terrestrial vertebrate in reserve, which contains4class,27order,73family, concluding24kinds of amphibians attached to2order,8families,39kinds of Reptilias belonging to3order,7families,133kinds of aves under15order,36families,46varieties of mammalias embodying7order,22families, and19kinds of aquatic fish spine under3orders,7families. There are23species of national protected animals,2and21of which are first-grade or second class state protection, respectively.According to the planning ideas and principles of nature reserve, we established the overall, early and later goal and divide the nature reserve into core zone, buffer and experimental zones, the area of which were5705,2045and5291hectare, respectively. Specific programes include six aspects, that is natural conservation and ecological restoration plan, research and monitoring plan, mission and educational planning, infrastructure and facilities project planning, community development and build a condominium plan, planning the sustainable use of natural resources. This programe provide a theoretical construction and management of nature reserves basis, by mading an assessment and illustration on budget and benefit, organization and staffing, and security measures for implement the plan.
