The Improvement Of China’s Forest Legal System From The Perspective Of Forest Carbron

The Earth is our homeland. It is wise for everyone to focus on the climate change of it. As the global population and the growing of the economic scale, it has been gradually recognized that the environmental problems are caused by usage of energy. In recent years, the world meteorological disasters have occurred frequently, however, although at present about climate change still exist some uncertain factors, people have realized that the greenhouse effect and accept the trend of global warming. The forest is not only composed by different ecological system of biosphere, but also the most important part of the biosphere. It is bound with human living and production, and it also be the one of the positive factors to affect the climate. The forest has momentous significance on the absorption of CO2and other greenhouse gases and even the mitigation of climate change.Through analysis the in fluence of forest ecosystem to climate change, to learn about the forest system in response to climate change, and so as to perfect the corresponding legal system for the forest. It is significant to protecting environment and guidance of forestry development and also to realize the sustainable development.Since the revision of the<Forest Law> in1998, there was tremendous variation on the forest resource utilization and protection situation. So that the legal system is not properly to resolve the new impact of climate change. Therefore, it is necessary for us to improve the <Forest Law> in order to fulfill the requirements of the reality. The main contents of this thesis is to research globalize climate change and forest ecosystem, and try to discuss the relationship between the method to reply such variation and the forest legal system..The thesis is divided into five parts. First part is to introduce about the forest legal system from the response to climate change. And to make a simple exposition about the forest legal system research in climate change based on forest carbon research to show the purpose and purport of the thesis. The second part start from the dialectical relationship between the climate change and forest, explain what is the climate change. Then analysis the usage of forest and function of the carbon sequestration mechanism in the climate change. The third part mainly introduce the development of the forest legal system in developed countries and the experience we can use in our legal system. The forth part simply enumerate5disadvantages in our forest legal system to response the climate change. The last part is the keynote of this thesis. It elaborate from four aspects to show how to build and improve our legal system in the climate change.
