Through analyzing the current situation of the climate change, as well as the developed countries submit the forest management reference level and assess in international negotiations,contact on China’s current situation,we can predict that we may undertake the emission reduction in the future in China after 2020.And how to make reasonable use of the carbon sink of forest management activities is one of the biggest research direction in our country.In this article,it gives the related definition of forest management, and analyzes on the parties in the first commitment period and the second commitment period, how to use and formulate forest management reference level, and how to account the forest management carbon sink.And we can get a train of thought of how to formulate forest management reference level and account carbon sink in our country.This paper sets the study site in the forest ecological station, and uses the data of plantation stand in 1990 and 1983 and the first generation of Chinese fir of ecological station(diameter at breast height and height), combines with researching on forest management,wood forest products,carbon sink or source of the force majeure factors during the research period, and formulates forest management reference level in our region, accounts Chinese fir forest management carbon stock changes and carbon sink changes of the forest ecological experimental station, and accounts Chinese fir forest management carbon sink in Huitong,Hu’nan province.Main results are as follows:(1)Set the forest management reference level is based on the first generation of Chinese fir in ecological station which is without forest management activities, the reference level includes the forest carbon sink, wood forest products carbon sink or source and the carbon dioxide greenhouse gases emission result from combustion.(2)According to data of forest stand in 1983 and 1983, combines with the reference level, and the two stand different deforestation intensity.We can get: the stand in 1983 and 1990’s carbon sink is lower than reference level after forest management felling two years, but with the forest growth, they can restore the forest carbon sink function, and both the total amount of the forest carbon sink are higher than the reference level.The higher deforestation intensity,the bigger influence on the carbon sink. The stand 1990’s forest management fell intensity is lower than stand in 1983,so it make a smaller influence on carbon sink, namely the first forest management activities does not make the stand as the carbon source forest, and source intensity is lower than stand in 1983 after the second forest management activities.By the end of 2013,the total amount of the forest carbon sink of stand in1983 is 441.00 t CO2-e·hm-2,and stand in 1990 is 715.46 t CO2-e·hm-2.(3)The different forest types carbon stock of Chinese fir timber forest in Hu’nan province is: young forest < half-mature forest < near-mature forest < mature forest < over-mature forest.The sum carbon stock of timber forest and shelter forest is in 90% of the sum carbon stock of different types of Chinese fir, or even more, and carbon sink of woodland and odd-tree is negligible.(4)The sum carbon stock of Chinese fir in Huitong,Hu’nan province is:1992year(0.46 Mt CO2-e)<2004year(0.56 Mt CO2-e)<2005year(0.57 Mt CO2-e)<2006year(0.59 Mt CO2-e)<2008year(0.6Mt CO2-e)<2007year(0.64 Mt CO2-e)<2009year(0.65 Mt CO2-e)<2010year(0.68 Mt CO2-e)<2011year(0.70 Mt CO2-e)<2012year(0.72 Mt CO2-e)<2013year(0.73 Mt CO2-e),only the total carbon stock of 2008 is smaller than the last year’s.Based on the forest management reference level which is set on ecological station, it can be divided into two cases in carbon sink accounting, and we can get the same tendency in accounting per unit area carbon sink is: 1992 year<2004 year<2005 year<2006 year<2008 year<2009 year<2007 year<2010 year<2011 year<2012 year<2013 year.Only the per unit area carbon sink of 2008 and 2009 is smaller than the 2007 year.And the sum carbon sink in the first case is less 30 t CO2-e·hm-2 than the second case,or even more.
