Faced with increasingly scarce resources and ecological degradation, the forest carbon sinks function of slow climate warming had received international recognition, social demands for development of informationization construction of forestry carbon sequestration was urgent. Forestry Carbon Sink information construction technology was an important way to increase forest carbon sink efficiency of management and scientific decision-making level. Web GIS had a wide range of applications related to the business of forestry carbon sinks geospatial information management, regional planning and public science activities. It was a key link of Forestry Carbon Sink information collection, intelligent integration and timely release.Taken the provincial forest carbon sink data sharing as the goal, and Liangshui Nature Reserve in Heilongjiang Province as study area,a forestry carbon sinks information service platform it was established, which based on the flash builder for the client and the ArcGIS Server10.0as server,and adopting the Flex-RIA technology and the characteristics of REST style architecture. The platform could integrate various resources, forestry map was published to the Internet, and operate of the map. Corresponding basic function such as display, query, analysis, spatial data and attribute data manipulation were realized. It provides the browser queries, updates, information dissemination, information and analysis forestry business functions for users. The platform achieved a unified configuration information resources, the operation of spatial data and the comprehensive information service.It was can not only timely manage the distribution of the province’s forest carbon sink resources and development status, but also at the same time it need the data manage and data maintenance unified, it could gratify the need of the Province forestry department.
