Since90’s in last century, the medical and health service in China entered a period of rapid development, which results in the rapid growth in the number of medical construction projects. Medical building bearing the important function for public health care services, therefore, how to improve the medical building project management, enhancing the level and efficiency of project management, to ensure that the project cost, schedule, quality goals all under control is a great challenge to the construction of our country’s medical infrastructure to build quality engineering and medical buildings. In this paper, through the analysis of the case hospital construction project cost management, quality management, schedule management present situation and the existing problems, and puts forward some countermeasures and suggestions to improve S hospital’s level of project management.This paper introduced the general situation of S hospital and also analyzed the present status of S hospital’s organizational management, construction project bidding and contract management, cost management, schedule management, quality management according to the engineering project initiation, planning stage, the implementation stage and the conclusion stage. Thus, this paper found out the existing problems, did a preliminary diagnosis of project management of S hospital, and lay the foundation for the improvement of project management level.S hospital project organization and coordination is very important content, but because of technical complexity of hospital construction project, the division of responsibilities and team building are still not clear. Project cost management is in the extensive state while the project budget was made according to the WBS. But C project cost management control awareness is relatively weak, which mainly belongs to the ex ante budget while lack of the whole process of cost control system, mainly manifests in several aspects:the resource planning is not detailed enough, not specifically assigned to raw materials, labor costs, equipment costs and so on. Again the cost control method is not perfect, mainly uses the post audit. The lack of compare of the estimated value and the actual value make it unable to explain the difference is due to overrun or save. On the project management of S hospital, the project activities are defined into engineering design, engineering, installation, decoration and outdoor project. Then the ordering of activities was executed, established the time node and milepost opportunity project. In addition, the project make brief analysis of specialty, emphasis and difficult of time node. Even so, the C project in the project schedule on safeguard measures to realize time is not enough, like assurance management project organizational measures, resource measures and management measures. Because there are many factors affecting and restricting the construction period in the process of construction, no matter what factors, as long as the above three measures ineffective or not properly handled, will ultimately affect the schedule.Quality objectives for building project of S hospital reached the first level and quality management objectives, quality system were established. But there are still several problems: first, the quality objectives are too general, target classification of second levels is not detailed enough; the second is the project quality assurance organization structure is not clear, responsibility is not clear. The whole organization design overlaps, business boundary is not assigned, which means in the actual work process problems may arise. Finally, the lack of quality problems may be the prevention measures. Therefore, this paper puts forward the following three aspects measures:First is guided by the scientific outlook on development, sustainable development of hospital planning construction of hospital, mainly reflected first by the scientific outlook on development as guidance, according to the regional development trend, combined with the concepts and standards of the hospital’s own ability, accurate positioning, development planning. Secondly, make full use of modern hospital planning results, referring to the domestic and foreign medical building project that succeeded, improving the hospital construction scientific and forward-looking, conforms to the requirements of sustainable development.Second is to improve the hospital project management system, the establishment of a scientific project management objectives, scientific project management target is beneficial to the project management organization must according to the project plan, which is helpful that later everything will be in good order and well arranged to carry out the project. Secondly, the characteristics of clear hospital building project, the need to take into account the hospital project itself functional layout and also taking into account the medical facilities of the special system facilities. To clear the hospital construction project to promote the program again, to seize the key node of each stage of the project, including the project proposal, project feasibility analysis report, hospital construction drawing design and construction permits, land permits and other content and then to lay a solid foundation for the construction of the smooth progress of the project.Third is to strengthen the whole process of project management, construction project has the general characteristics of the hospital construction project, the entire project management requires the control of the whole process, first of all from the project feasibility analysis report, the research on engineering quantity for the whole project scale, hospital architecture and design style, material selection requirements, functional layout and other aspects, this part will influence greatly on the success of the project, in which even slight deviation or defect will bring immeasurable loss. Then focus on the control of the project implementation process, the project schedule, ensure schedule management measures, technical measures and the resources safeguard measures, the use of advanced network planning technology to optimize the scheduling, to ensure the smooth progress of the project. In the aspect of project cost management, establish a strict cost control system, strengthening cost budget management, strict control of engineering quality cost, the project cost and not overspend. In addition to the project quality also needs to make the management, the establishment of objectives and quality control system of quality clear, to control key points affecting the quality, inspection of concealed works construction process, to eliminate the quality problems, and then to create high-quality project.This paper is divided into five parts, the first part is introduction, introduced this article selected topic background, the research purpose and significance, as well as the content and the technical route and content; the second part is the summary of theory of hospital building project basis, to the hospital construction characteristics, classification and the development trend in the future is introduced and illustrated, lay the basis for the follow-up study; the third part, the fourth part is the core part of this paper, combined with the analysis of the current situation of S hospital management infrastructure projects, the important content of the main organization management, cost management, project schedule, quality management were analyzed; these comprehensive analysis is presented in this paper. Then this paper proposed method of S hospital’s construction project management level control system, providing support for the hospital construction project management. The fifth part according to the research on this paper is summarized.
