With more attention by the international community paid to the threats of ships’ ballast water, IMO adopted the International Convention for the Control and Management of Ships’ Ballast Water and Sediments. The convention asks the contracting states to take ballast water managements. The implementation of exemption of ships’ballast water management based on risk assessment to a ship or ships on a voyage or voyages between specified ports or locations; or to a ship which operates exclusively between specified ports or locations, is one important way of ballast water management.The paper takes risk assessment for ballast water transfer of ships which voyage between China and Korea in Yellow Sea Large Marine Ecosystem, and researches the exemption of ships’ ballast water management based on risk assessment. The following work was done.1. With full analysis and comparison of various ships’ ballast water risk assessment model, establishes risk assessment model based on three elements including invasion habitats, propagules pressure and biological characteristics of its own from the perspective of biological invasion mechanism.2. Researches the invasion habitats with a new environmental similarity calculation method based on the concept of ORDRs.3. Researches the propagules pressure combined with statistics of ballast water.4. Takes species-specific risk assessment combined with the biological characteristics of its own.5. Takes qualitative analysis on invasion habitats and propagules pressure firstly, and then takes quantitative evaluation based on the biological characteristics of its own, and finally take ships’ ballast water risk assessment combined with them.6. Researches the exemption of ships’ ballast water management based on the integrated risk assessment model.On the basis of the above work, this thesis makes exemption procedures of ships’ ballast water management for ships which voyage between China and Korea in Yellow Sea Large Marine Ecosystem.
