Research On Evaluation System Development Of River Function Level And Its Application

Water is the source of life, it’s the fundamental guarantee of all living things on earth to live off. As a main carrier of water, the river has the double functions of maintaining natural ecological balance and serving the development of human society. However, In order to meet the demand of human society, many rivers suffered from excessive development, disordered utilization, that led to the deterioration of river ecosystem, and blocked the development of society. Therefore, it’s urgent and necessary to change traditional idea of river governace, set the reasonable model of ecological river management according to local conditions.With the goal of protecting the ecological environment of medium and small rivers, an evaluating index system of river function is established in this paper, and considering the complexity of river function, the variable fuzzy evaluation method is applied to comprehensive evaluation of river function. Moreover, this paper combining both the model of variable fuzzy evaluation and computer technology, the system for variable fuzzy evaluation of river function under VC++development environment is built. The development of the system making full use of the interactive technique of computer, realized the visualization of the evaluation procedure and results, provided an important evidence and direction for functional zoning and making plans of river ecological governace.In addition, the river ecological governace model and repair technology are systematic studied in this paper, for the purpose of maintaining the river system. Through the analysis of function status, requirements of ecological protection and the demand of social development, the functional orientation of different rivers is set, and so is the type of different function zone. According to the focus of governace and protection in different function zone, the suitable model and paln of ecological governace are made. The ecological concept is introduced into the whole process, engineering measures, biological and management measures are combining to achieve the goals of social and economic benefits and ecological protection. For the problem of water interception of Honghe reservoirs’downstream areas. Water diversion with a siphon and underground dams measures are presented to maintain the minimum ecological flow, and then protecting and restoring the eco-environment of the reservoirs’downstream.
