Railway is the important infrastructure of a country which concerns the national econ-omy and the people’s livelihood. It plays an irreplaceable role in developing the economy and building a harmonious society of our country. Railway construction has entered a new period of great-leap-forward development, but with the comprehensive and rapid develop-ment of railway project construction, we have paied giant cost. In recent years, rail acci-dents occur frequently, the phenomena of construction delay and cost overruns have become commonplace. All of those because we did not take the correct and reasonable project man-agement methods in the process of railway construction project management. At present, the control method for three major aim including time, quality, cost of railway construction is single control, ignoring the relationship of interdependence and interaction among the three objectives. But this approach will inevitably lead to accomplish a goal at the same time of losing the other aim and can not achieve effective control on the effect of project objectives. Therefore, it is very urgent and necessary to implement the integrated control for three major aim including time, quality and cost in the process of railway construction.First, this paper defines the the concept of railway engineering project target integration management based on the theories of target management, integrated management and the engineering project integrated management and analysis the necessity and feasibility of ap-plication of the railway engineering project target integration management. Second, this pa-per sets up an integrated control system of raliway engineering project, analysis the relation among quality, cost and progress. Then it uses WBS to decompose the project into many work packages to determine the aim including quality, cost, progress of every work packages and integrates the three objectives into one part as the specific target of aim control. Third, on the basis of traditional earned value method and the influence of quality, the quality earned value model is established and the evaluation index system of railway engineering project practicing quality level is constructed. Through applying the analytic hierarchy proc-ess and fuzzy comprehensive evaluation to measure the project practicing quality level, this method could take the three major aim including quality, cost, progress into account to real- ize the intergrated control of railway engineering project. At last, this paper puts this method into a railway engineering project inatsnce to verify the feasibility and practieability of the method.
