Urban road traffic accidents not only can cause damage to the people involved, vehicle and road infrastructure,but also can lead to traffic congestion, efficiency reduce of road network. An effective way to reduce negative effects of the accidents is to quickly handle traffic accidents and to control the traffic How in the surrounding area,. Studying the key technology----the traffic accident influence scope, the control scope of traffic accidents, traffic flow guide plan under the control scope and signal intersection control strategies, is important for rapid road traffic accidents response.On the basis of previous research, this paper discussed the spread congestion of traffic accident, using decision tree method to predict the duration of the traffic accidents. Citing urban traffic combination flow to describe vehicles arrival rate, and using fixed detector to obtain the vehicle’s departure rate, this paper built traffic queue length calculation method of the bottleneck link. Followed by analyzing the congestion diffusion process in the intersection, the determination method of the traffic accident influence scope was presented.This paper presented the concept of the control scope for traffic accident. Base on the traffic accident influence scope, road vehicle occupation and road area, it determined the traffic accident control scope including the accident of influence scope and its adjacent roads and intersections.Using queuing theory and traffic flow, this paper analyzed the congestion dissipation process in the traffic impact area intersection and built the multi-objective traffic flow assignment model to seek feasible and effective dynamic traffic flow scheme, based on the traffic demand OD matrix under the control scope and the duration of the traffic accidents. At the end, it discussed the typical control scheme of signal control intersection guided by the traffic flow assignment model.
