Energy is the material basis of human activities, and it is also the essential driving force to promote the development of the economic society. As one of the important energy use, thermal power plant not only generates electricity, but also provides the heat for power, technology and life. In this paper, the Datang Binzhou Thermal Power Plant has been investigated for carrying out load distribution and optimistic design. It benefits the strengthening of energy management, rational exploitation, efficient use, and sustainable development of energy.For the phenomenon of the load fluctuation during the heating period, Flugel formula is used to calculate the variable operating conditions of the unit and study the optimal distribution model of the unit load. The power load of the unit is divided into heating power and condensed steam power. The specific method of the optimal allocation of heat and power is derived by equal incremental principle. And according to the unit’s design data fits the characteristic equation of turbine and boiler. The results can provide scheduling reference for the normal operation of the unit.As a link between users and power plant, thermal heating network takes on the task of heat transmission and distribution, which is an important part in the process of energy conversion and utilization. The heating range of the Datang Binzhou Thermal Power Plant includes Main City Zone and North Binzhou Zone. Each is divided into three central supply hotspots (A, B, C), designed heating areas is18million m2. According to meteorological parameters and users’data, the heat load of heating and industrial heat load are calculated. In reference to the arrangement principles and optimization model of heating network, two layout plan of the thermal network are analyzed and optimized and optimal plan is selected. And based on paving principle, preheat uncompensated pattern of direct burying is selected. According to the setting principle and optimization model of thermal stations, there are106thermal stations in the project in total, in which8are modified and98news are set up. Finally the heat network and thermal stations are studied for optimal regulation and optimal plan is selected.Through the above research for two350MW units of Datang Binzhou power plant, the indoor heating temperature can be maintained for users and some value can be refered for efficient operation and energy saving of the power plant.
