In order to standardize project construction, according to “The Law of thePeople’s Republic of China on Work Safety” promulgated by General Administrationof Quality Supervision safety law, risks caused by changes during projectsconstruction are more and more accentuated by investing parties. The project changesare aimed to raise construction criterion, reduce waste and cost, promote efficiencyand project safety.The so-called project changes are matters such as changes in construction period,capital invested, construction plan and material etc, even in rights and obligations ofboth parties. Narrowly speaking, project changes are modifications and supplementsin the scope of contract which are all revisions about detailed matters, such as theheight of the doorframes, the size of bolts, the capacity of power supplies or the shiftsin construction processes. Mainly the changes in stages of project budget, contractand construction, this passage applies comprehensive and dynamic ways, fromscientific perspective to analyze, so to reduce the economic losses aroused by projectchanges. Control risks in advance, follow the project progress to ensure therealization of projects.Due to the negative influences upon projects caused by changes, many expertshave contended, for preventing problems, to supervise risks in advance. For instance,to make severe supervision regulations, promote workers ability, tighter the approvalprocedure of changes, make procedures more and more standard and the policiesmore and more scrupulous. In the mean time, to execute project risk management,promote the judging ability and management experience, to standardize andcoordinate market with expertise and laws.The changes should be based on actuality and hold on to the combination oftechnology and economy, in the process of project execution, fully audit the detail ofprojects, to better manage the changes. Besides, let the related department finish the tracing, checking and supervision, establish complete change procedure and the finaldossier codification.The project management are mainly aimed at the preparation stage, executionstage, risk control stage and completion stage. Due to the alteration in environment,geology, material etc, the projects that the author participated in, such as the301business compound building of Dayawan in Huizhou, occurred many problems inaspects such as construction cost, quality, time and personnel etc. How to moreeffectively manage these changes so as to ensure the safe and economical realizationof the projects is the starting point as well as the core part of this dissertation.During the process of construction, there would be uncertain factors whichwould give rise to risks. How to contain these risks and reduce them to certain scopebecome the problems that project managers always ponder over. The basic methodsof risks control are: risks avoidance, loss control, risks transfer and risks reserve.Having participated in the Dayawan301project, the author of this articleintroduces the risks control philosophy and how to prevent the occurrence of risks aswell as the afterward resolution from actuality and the development of both domesticand abroad changes. Starting the raise of the changes to actual cases then to theimportance of changes and corresponding measures and solutions, in addition, usecontrast analysis and cost measurement finally concludes as follows:Firstly, through the introduction of project management to project constructionfrom the plan phase to execution phase then to completion phase, it will producepositive effect on the cost, capital and personnel management.Secondly, using the data analysis method, cash-flow method to control eveneliminate the risks brought up by changes can earn maximum benefit.Construction projects are the infrastructure project of China. In2000, theGovernment invested200billion infrastructure projects. Along with the promotion ofmanagement and the increasing quality demands, the know-how and theory of projectchanges are more and more valued by investing enterprises. The traditional route canno more keep up with the rapidly developing construction industry. The constructionindustry must adopt scientific and advanced management method. This article is to doan exemplary job and, hopefully, to give reference to contemporary constructors.
