| Different from traditional infrastructure projects,port engineering projects involve many stakeholders,and because of the large scale of funds,it is easy to cause a series of risks.Therefore,the risk management and control requirements of port projects are strict.At the same time,the bidding of the project is at the front end in the whole life cycle of the project.The bidding of the enterprise is mainly based on the collection and analysis of the project information,and the quotation decision is made according to the technical requirements and cost of the project.However,because port engineering projects are different from general projects,the construction unit’s bidding and quotation decision-making has greater risks,and the focus is on economic losses caused by various accidents during the subsequent development of port projects.Based on this background,this paper focuses on the bidding stage of port projects,and builds a risk assessment index system and model for port engineering project bidding and quotation decision-making.Taking Qinhuangdao port engineering project as an example,it comprehensively analyzes the risks in the bidding and quotation decision-making of river port companies.Evaluation,and put forward targeted strategies for bidders to reduce the risk in bidding and quotation decision-making.First of all,this paper introduces the current situation of port engineering project bidding,the difficulties encountered at this stage,the current research status at home and abroad,the purpose and method of this project research,and the technical route of the research,which lays the background for this research;Risk management,the theoretical basis related to the bidding price of this paper,lays the foundation for the follow-up;at the same time,it analyzes the influencing factors of the bidding price decision of port engineering projects and conducts index selection to provide a theoretical basis for building a model;in addition,on the premise of identifying the main factors The risk evaluation index system and model of port engineering engineering bidding and quotation decision-making with "1 target + 5criterion layers + 23 index layers" are constructed.Taking Qinhuangdao port engineering project as an example,through the comprehensive analysis of the bidding and quotation risk of river port companies Through analysis,it is found that the overall risk of Hegang Company’s bidding decision in Qinhuangdao port engineering project is medium risk,the risk of technical ability and management ability is medium risk,and the rest are low risk.Finally,from the five dimensions of social environment and public relations risk,contract risk,technical ability and management ability risk,actor risk and competition risk,it proposes targeted risk control strategies.This research focuses on risk management issues in the field of port engineering project bidding and quotation.By constructing a risk assessment system and model for port engineering project bidding and quotation decision-making,it conducts a comprehensive assessment of the bidding and quotation risk of the river port company case company.The degree of risk impact is of great significance.At the same time,this research has important reference value for the same industry participating in the bidding of port enterprises. |
