Architecture industry is one of the most important pillar industries in the national economy of China and it happens to be the most active and dimensional basic industry of our country. It plays a very important part in the growing of national economy and the whole developing of the society. But architecture industry is also one of the professions which has frequent happening of casualties. Every year, the quantity of casualty accidents in architecture industry has achieved the third place, and the quantity of casualty people in architecture industry has achieved the third place too. Among them, only the death people has reached2000, especially big accidents which there are3or more than3death people in one time, the amount of death people has reached400. The economic loss has reached240to250billion yuan, which take up2.5percentage of GDP. The frequent accidents not only create heavy loss to our country and people, but also bring our enterprises heavy loss both in economy and in prestige. What we must pay attention to is both the accidents amount and the deaths amount are higher than England, America, Japan and European Union countries. So it is very important to research, discuss and put forward effective administrative methods to control accidents, and set up perfect and scientific security managing systems and then deal well with the relationship between security and production, economic development and people’s life.At the basement of constant reforming of security laws and regulations, our country sets up many rules and security target systems according to different categories, countries, states and professions and builds up many safety control organizations to inspect periodically or casually, and then force the related owner to reorganize. Although these measures work, we are short of enough knowledge in emphasizing the function of facilitating agency, in eliminating the opposition mood between superintendents and the supervisees, in synthesizing perfectly both in benefit and duty among the constructing unit, enforcing unit and overseeing unit, and in objective management to be flexible, dynamic, soften and systematic. In particular, we lack of practical and feasible dynamic security control methods and objective systems which could understood and carried out voluntarily by security administrators and beneficiaries and could provide enough desire and motion. This paper put safety control objectives into the initiative target, establish consciousness of the target system dynamic, initiative of the government, enterprises and "man" must be harmonious unify, thereby harmonious unity accidents effectively control and decrease. Thus effectively control and decrease safety accidents.
