As a key point applied to the power generation, power transmission, power transformation, power distribution, power consumption and dispatching, the smart substation is an important power facility for voltage transformation, power receiving and distribution, power direction control and voltage regulation in smart grid. It is a focus on integration to three flows of power flow, information flow and business flow in smart grid, and has significant functions in constructing powerful smart grid, Thus the high reliability of substation is one of targets for constructing powerful smart grid.Firstly, this paper briefly analyzes the disadvantages of the general substation firstly, and describes the advantages of smart substation in overcoming such disadvantages, and introduces the main contents of IEC61850and analyzes the core thought in details. Meanwhile, this paper introduces the key technical contents of constituting the smart substation by electronic mutual inductor, smart switch and communication network technology, and compares the advantages and disadvantages of various electronic mutual inductors. It is necessary to introduce smart substation to the city of Qinhuangdao.Secondly, in this paper the research emphasis is to propose a suitable design scheme for smart substation on the basis of the specific conditions of the city of Qinhuangdao. The scheme contain the design of the smart mutual inductors and transformer and station control level, bay level and process level in automation system.At last, with the development of intelligent devices and electrical equipment online testing and training and simulation of operation substation technology, make the construction of smart substation with the necessary technical conditions. According to the partial characteristics of the primary equipment, a number of indicators reflecting the equipment reliability is summarized which is used to briefly analyze the reliability of the design scheme of substation. The results show that the reliability of smart substation is better than the routine substation in the same condition.
