In the “Twelfth Five-Year Plan”, State Grid Corporation of China has made itclear that” building a strong smart grid with high voltage network backbone networkframe and coordinated development of power grids at all levels” as the developmentgoals. As the hub of energy transfer network, substation intelligence is of greatsignificance.This paper analyzes the relationship between intelligent substation and digitalsubstation, describes the history of the development of intelligent substation at homeand abroad, the major problem are facing, and the impact of new technologies for itsdevelopment。IEC61850standard, basic characteristics and the core technologyelements are further analyzed, introducing the basis of the IEC61850standard,Generic Object Oriented Substation Event, Manufacturing Message Specification,Substation Configuration description Language and the essence of IEDsinteroperability. Researches and analyzes the hierarchical structure of substationautomation system defined by the IEC61850standard, focuses on different modes ofsubstation intelligent system and its characteristics, propose different programs ofintelligence substations of substation level and process layer network. On the basisof the deep study on the function,communication,human interface and some issuesrelated to SICAM PAS system. In a110kv substation in Zhejiang province as anexample, present an intelligent substation building program. Finally, based onOPNET network simulation software, complete the modeling and simulation ofcommunication network of intelligent substation.
