Along with the rapid development of the highway construction in China, all levelsexpressway management departments gradually pay attention to analysis highwayasphalt pavement preventive maintenance cost, and control highway maintenance cost.How to conduct the asphalt pavement preventive maintenance sciencely andreasonnablely, and it is important to keep the good performance, prolong the service lifeof road with the cost of less as far as possible to achieve optimal maintenance effect.Firstly, this paper summarizes the current our country highway asphalt pavement ofcommon disease types, and concludes that the apply to our country highway preventivemaintenance of the related technical measures, mainly including crack seam filling kind,sealing surface layer, thin layer of face of the cover classes and pit slot repair class andso on four big types, lists the main characteristics of each, performance, and cost of roadconditions apply. Through the fuzzy mathematics, and the analytical hierarchy processmethod, based on the theory, I established highway asphalt pavement in the early stageof the disease preventive maintenance technical measures of fuzzy syntheticdecision-making model.Secondly, according to the advantages and disadvantages of the study in asphaltpavement performance evaluation indexes at presont, I put forward the pavement ofcomprehensive evaluation index (PQI) composed by the crack rate index (CRI), roadquality index (RQI), rutting depth index (RDI), road surface sliding performance index(SRI), and single index-pavement structure strength coefficient (SSI) composed ofevaluation index system, I determined the identify various single weight coefficientparameter through the experts investigation, and their fitting to the analysis, andconfirmed the highway asphalt pavement performance of decay of the equation.Once again, I put forward the preventive maintenance time proposed on the basisof the concept of the preventive maintenance period, according to certain highwayasphalt pavement performance of decay of the equation and the minimum acceptablelevel of every indexs, I can determine the best time of the highway asphalt pavementpreventive maintenance.Finally, I expounded the idea, principle and model of the data envelopmentanalysis, according to the core ideas of the data envelopment analysis (DEA) steps— input index as small as possible, output index as far as possible big, I abandoned theprevious fee effect models to data envelopment analysis, based on the data envelopmentanalysis (DEA), I builded the DEA model of the cost of the preventive maintenance. Isolved and analyed the cost model basing on the measured datas of Chongqing ChangWan highway, and confirmed the model.
