Study On Performance Evaluation Of Safety Security Engineering

China has achieved considerate progress in safeguarding engineering on highways inpractice and develops process. Some burning questions in the course of construction havebeen solved recently, but lacking comprehensive and systemic study on performanceevaluation of safeguarding engineering on highways. Safety security engineering is a capitaltraffic construction project. Only by a complete comprehensive detailed summary and rationalperformance evaluation, can we timely reflect a series of problems of safety securityengineering in the processes such as design, implementing sections selection, projectconstruction and maintenance management. Offer interrelated management departmentvarious information timely, accurately and integrated, so evaluate the correctness ofinvestment decisions to promote safety security engineering overall development.For the problems in performance evaluation of safety security engineering such as wrongevaluation index system, uncertain evaluation standard and unfavorable application ofevaluating result, in this paper, on the basis of situation investigation and cause analysis, studyon performance evaluation of safeguarding engineering on highways. Combined the projectsconstruction and management experiences with relevant information, adopted integratedqualitative and quantitative methodologies, safety security engineering performance wereevaluated by using cost-benefit analysis, lowest cost, synthetical index method, forceddefining method, Delphi method, public investigation and sampling survey and so on. Finally,the evaluating indicators and scale of marks for the safety safeguarding engineeringperformance on highways were built. Analyzed safety security engineering of artery highwayin Xi’an mountain region in2007and2008, self-evaluated and assessed these safetysafeguarding engineering performance from implement content, function, funds management,economic benefit and social benefit aspects. The results of this study have important referencevalue for safety security engineering and will improve China’s design, construction andmaintenance management level in the scope.
