Rural road is an important composition of highway network in our country. It plays an important role in developing urban as a whole and the comprehensive construction well-off society in our country. At present, the rural highway mileage is increasing in China, it has made great achievement, but there are many problems such as security weakness, loss of traffic signs, higher rural roads traffic accident rate. How to effectively prevent and reduce rural highway traffic accidents and the largest extent to protect the farmers’ property safety and body health, these are our current important problems we are facing.Road traffic safety evaluation occupies the important position in the study of road traffic safety, it usually uses the statistical data of road traffic and road running status at present to analyze the evaluation of road traffic safety situation, finds out the risk point and the weak link, and takes appropriate safety measures to effectively prevent and reduce road traffic accidents, and enhance the level of road transportation safety. In this paper, it researches the current situation of rural road traffic safety in China, through the analysis of the factors affecting the safety of rural highway traffic system in service, it focuses the influence of road conditions and traffic environment on the road safety, constructs a rural rural highway traffic safety evaluation index system including road alignment, road conditions, traffic facilities and traffic environment and so on four aspects. On the basis of comparing road traffic safety evaluation methods both at home and abroad, selects the rural highway traffic safety evaluation method based on entropy function.This paper researches the rural highway traffic safety facilities in service following the principle of feasibility, adjusts measures to local conditions and comprehensive treatment, emphatically from the turn sections, road ramp, turning stadia bad road, roadside dangerous road and through rural sections to improve the security situation, and how to choose to set up security measures. This article puts forward the road traffic safety technology plan from the road alignment design optimization, controlling the speed, increasing the number of traffic engineering facilities and strengthening the bridge maintenance management and so on four aspects. It provides a reliable basis for traffic management department to carry out the in service rural highway traffic safety work. Finally, This paper applied rural road traffic safety evaluation method based on entropy function in Jiang Fu road of Dalian to find out traffic safety factors most in need to improve the security, and presents the technical solutions to improve traffic safety of Jiang Fu road.
