Among the three big sources of carbon emission of our country, industry, buildingand traffic, building energy consumption has been the biggest one over industry. It’simperative to push energy-saving and low carbon development under low carbon economy.There are large areas of existing buildings in China and the energy-saving potential isquite huge. Therefore it’s very necessary to conduct energy efficiency analysis andevaluation in order to provide basis for the decision-making and implementation ofenergy-saving reconstruction. The research of this paper has much theoretical significanceand practical needs.First, the paper systematically elaborates energy consumption and energy-savingreconstruction of existing building combined the background and trends of energyconservation at home and abroad. Then, the paper summarizes the building energyconsumption characteristics of China and energy-saving potential and demand of existingbuildings. Energy-saving technology is proposed based on influencing factors of buildingenergy consumption. Afterwards, the paper proposes the technical andeconomic evaluation of energy-saving reconstruction model, which is dividedinto six stages, including energy-saving performance judgment of building, analysis ofenergy-saving reconstruction potential and setting up targets, technology selection andprogramming, energy consumption simulation of building, economical evaluation ofprogram and post-evaluation by calculating the economic indicators, and then thepreferred program is selected.Finally, the paper conducts empirical study with the established model andmethodology. It selects the YinXing Villa in Yanhe village as the case, using the softwaretool such as PBECA to conduct energy simulation for four energy-saving reconstructionprograms, so as to provide energy-saving effect evaluation of energy-saving reconstructionprogram, refer to national standards and contrast mutually exclusive programs indifferent horizontal comparison, at last, the preferred program is selected, and technicalmeasures and implementation recommendations of energy efficiency of existing buildingsare proposed.
