With the advancement of the facts such as the thorough implement of scientificdevelopment, stages of economic development facing to a major turning point, binding ofresources and environment s increasing to be continued and continuously change inconsumer demand, Urban development of China have get into a transition period, themodel of extensive development based on high-growth, high-consumption, high-discharge,and high-expansion need to be changed. In order to promote the establishment of a newdevelopment mode and the urban transformation, it s necessary to accomplish threechanges:(1)to transited from promoter of extensive of space to the efficient helmsman ofspace under the new scientific development process,(2) to transited from urban spatialgrowth planning to urban space growth management,(3) to transited the urban spatialplanning from planning techniques to public policy.Through the review of the growth of urban space, the thesis goes to that a high degreeof concentration to complete the multi-dimensional growth of the historical process issupported by the extensive growth mode, which is unsustainable model of development,In the face of the highly compressed develop environment of urban market space,resources space, material and environmental space, It referring to the growth model ofurban space must be transited from extensive to intensive.By the analysis of the competition mechanism of local government, economic elites,the public and other stakeholders, the interests-driven mechanism of a huge growth ofurban space which promoted by the benefit space established by a double "dual" structureland market, the thesis puts forward the relationship of this two mechanism with theproblems of the absolute right of speaking of "growth coalition" which formed by localgovernment and economic elites, and the urban space out of control, and the urban spaceincreasing mechanism must transit from input-driven growth to innovation-driven growth.By analyzing the growth of existing urban space management system, with the issuesof current control method such as backward of concept, confliction of interest, poorimplementation, no-satisfactory with the public interest, the research put forward thegrowth management control measures must be transited to the efficiency, equity. The thesis proposes the transformation of urban space growth management. Firstly,urban space growth management system should be set as: chose strategic direction ofurban space development, established a framework of sustainable development, achievedrational distribution of urban space, carried out strategic, implementation and efficientspace planning, advanced social equity. Secondly, the urban space growth managementorganization system should be established as follows: based on the socialist system of landownership, scientific development, the land Management Law and the legal frameworkfor the City and Country Planning law, taking Spatial Planning System as the technicalmethod, taking size, strength, speed, efficiency targets as the control system, taking legalprotection, assessment system, tax system, public participation and coordinationmechanisms as the protection system; Finally, the regulation of urban space growthmanagement tools innovation system should be: realizing the position of spatial planningas "active public policy", building integrated planning system regulations and spatialplanning system of urban-rural implementation, selecting the model of intensive spaceplanning, establishing effective public participation and coordination mechanisms.
