High-speed rail system is composed of various subsystems. The security of eachsubsystem relies on many factors such as people, equipment, environment, managementand other aspects, and has an important impact on the security of overall high-speed railsystem. In particular, it is important and practically significant to analyze the security ofhigh-speed rail infrastructure that consists of public works, power supply, signal,communication subsystems.Beijing-Tianjin inter-city infrastructure is described in detail in the paper, togetherwith the situations before adopting the comprehensive maintenance mode. A statisticalanalysis is also conducted for the security of Beijing-Tianjin inter-city rail system from itsopening to the end of2010. For the comprehensive maintenance mode, security systemmodel and the professional individual system model mode are developed by FMEAmethods with risk priority numbers. The key factors reletated to safety are analyzedqualitativelly, including people, equipment, environment and management and theirrelationship. The Fuzzy comprehensive evaluation method is also applied to evaluate thesafety of the Beijing-Tianjin inter-city system in the current maintenance mode. Based onthe results of safety analysis and safety assessment, some strategies are given for furtherimproving the security management of comprehensive maintenance mode and comparingthe condition of personnel, equipment, etc. The performance of the comprehensivemaintenance mode is presented by comparing it with that of former management modebefore2010. Disadvantages and further suggestion for improvement are also discussedabout the integrated service model.In summary, the paper discusses some problems and deficiencies of infrastructurefor the safety management of Beijing-Tianjin inter-city system, presents models for thesecurity and strageties for continuously improvement of the infrastructure management.These models and strategies form a relatively complete framework of scientificmanagement system and can be applied to the actual management in order to minimizethe security risks. They also are valuable for other high-speed rail infrastructure safetymanagement in other districts.
