The reliability of distribution network is very concerned by power supply enterprise andpower users as distribution network is directly connected to the end users. Reliability ofpower supply is one of the key factors that determine the power supply company’scompetitiveness in the electricity market. As people’s living standard improves, a higherreliability is required. It is necessary to undertake scientific and rational planning fordistribution nteowrk focusing on reliability, to improve the level of network reliability. Thereis no systematic principle and methods for effectively carrying out the planning of the powersupply reliability at home and abroad, it is of great importance to explore a set of scientificand normative planning approaches.A scientific and systematic reliability planning approach is proposed in this thesis, Itrequires to predict the number of users each year on the basis of assessment of the reliabilityof the status quo, then indicator target for each year during the reliability of the planningperiod is refined, in order to determine a reasonable reliability target. And estimates of thenumber of hour*households affected by grid planning pre-arrange power failure and thefailure in the planning target grid are made, the reliability index of the planning period will bepredicted and compared with the target value, to provide evidence for the variousimprovement measuresAt present, the scheduled outages account for most of all the outages in the citydistribution network, but the existing evaluation methods only takes fault outage into account,while fails to account for scheduled outage and do not give outages assessment models andmethods,also quantitative analysis of various measures of the planning project, the modelingmust be pre-arranged power failures.The characteristics of scheduled outage modeling and several types of construction/maintenance projects leading to scheduled outage and their range of impacts are firstanalyzed in this paper; then, the projects are categorized into four sets based on their impacts,a mathematical model is built for each set leading to scheduled outage. The issue of thenetwork structure uncertainty arising from new outlet feeders which brings difficulty in loadtransferring judgment is also considered in the proposed models. The planning project inXiangzhou district of Zhuhai is used as a real example, and the result shows effectiveness ofthe proposed scheduled outage models and they can be applied to both for distribution systemreliability assessment.Based on the above research results, Paper given the Zhuhai power grid distribution network reliability planning from2010to2013. Inspection and comparison of the2010Zhuhai grid predictor of the actual statistical indicators. Resarches in the thesis provide agood and practical reference for distribution network reliability planning.
