Harbin existing building stock is very large, these buildings are built mostly on the late1980s large-scale urban construction period, not only are they simple shapes, and a serious energy consumption. Through the existing building’s surface renewal, can reduce the energy consumption of existing buildings, improve the living and the living environment, and enhance the image of the city of Harbin City, which has become an inevitable requirement of the Harbin economic and social development. In this paper, through the surface of existing buildings to renewal in the three related fields at home and abroad the development of theory and practice, obtained Academician Wu Liangyong urban organic renewal theory to update the feasibility of application in the design of existing buildings’surface. Through the surface of existing buildings renewal history of the development process and the current problems in Harbin City analyzed and summarized, proposed the concepts and the principles to renewal the design of existing buildings surface based on the theory of organic renewal in Harbin City, on this basis, proposed the design strategies for specific problems in the status of different design elements, and design tracking and design evaluation of two content and incorporate it. into the necessary components of existing buildings surface organic renewal, emphasizing the design of tracking is a necessary means to resolve the contradictions between the design and construction, the design evaluation should be the four aspects of the evaluation by the user, the social assessment, policymakers in assessing and self-evaluation for a two-stage evaluation of a concentrated expression of design and design implementation.
