Over the years, highway maintenance work has been under the management of planned economy, although some maintenance departments have developed their maintenance quota with the consideration of their regional charateristics, which is incomplete and unsystematic.In order to strengthen management and supervision on construction cost, to regulate the price calculation of construction cost, to invest reasonably in highway maintenance work and safeguard the legitimate rights and interests of all construction parties involved so as to maximize the benefits of the investment, it is in great need to develop a set of quota suitable to highway maintenance work, which is also the basic technical requirement to push the highway maintenance work into market.In this paper we firstly use the method of fuzzy comprehensive evaluation to select the measuring object, and begin to measure and calculate the field data.During the process of calculaton, we mainly depend on a daily-kept record of related numbers, supplemented by statistical analysis method. After that, we enter the period of discriminating and processing the raw data with the application of the Grubbs Principles and Grey Theory and weighing of the coefficient quota data with the help of AHP(analytic hierarchy process). Then we focus this paper on the calculating method of coefficients of magnitude difference and the artificial magnitude difference model based on AHP(analytic hierarchy process). Finally, we apply the calculating method of artificial magnitude difference coefficients into the budget quota for highway maintenance engineering to elaborate it and prove its easy operation and high efficiency with smaller amount of calculation.
