The Exploration Of An Evaluation System To Urban Design Plans

With the rapid urbanization and the urgency of urban regeneration in China, bothgovernments and designers are constantly working out urban design plans. However, largenumbers of similar, inefficient and short-sighted urban design plans are resulting in thedifficult improvement of urban environment, and are attracting criticisms. Thus, theevaluation of the urban design plans, with the focus on value-judgment, scientificdecision-making, reasonable design, and efficient public participation, is urgently needed notonly by the administration, but also by the planning field and the society. Based on thehumanism, social fair and rationality, studying on the spatial form of the proposal of urbandesign, one evaluation system for the urban design plans will be explored in this dissertation,for achieving a better urban environmental ideal.This dissertation will take a problem-oriented research approach and five chapters will beincluded.In ChapterⅠ, after analyzing the present situation, trends and confusion of the evaluationof urban design, the preliminary study proposal will be indicated, providing the guideline forthe research.In Chapter II, the debates on the values and methodology will be studied, including threemain questions:1How to define the concept, essence and the status of this evaluation systemof urban design plans and what are the differences between that and other evaluations?2What kinds of development process and trends have been experienced by the evaluationsystem of urban design plans?3What are the defects and debates existing in this field?The final values and methodology of this evaluation system will be explored in theChapter Ⅲ, mainly relating to three aspects:1what is the basis of the evaluation system?2What are the contents of the evaluation propose?3Who would make the evaluation?4Asthe objects of the evaluation, how to classify the urban design plans and the spatial elements?The chapter Ⅳ focuses on the methodology structure of the evaluation system, and fourparts are included which are1what is the process of the evaluation system?2How to set upthe bench-mark system of the evaluation system?3What are the specific techniques of theevaluation system? In Chapter Ⅴ, the evaluation system will be tested, using the process framework andbench-mark system achieved in Chapter Ⅳ.In the last part of this dissertation, the limits of the evaluation system will be summarizedwhile the prospects of future research will be raised.
