Research On The Emergency Preparedness Plans Of The Urban Subway

With the growing of the city's traffic pressure, the difficultly traffic and difficultly driving not only become a prominent issue in working and life, but also restricts the development of the urban economy. Because of the advantages of the urban subway, such as the speed, all-weather, high-capacity, security, timely and the small environmental impact, so urban subway becomes the most effective means to remit the urban traffic congests.However, the happened unexpected events during the course of the urban subway operating has led to great loss to the subway operating enterprises and given a great harm to the subway passengers. To effectively response to the unexpected events, so the urban subway enterprises need to set down the appropriate emergency preparedness plans, but our study on the emergency preparedness plans is still in the initial stage, so the study of emergency system has very importantly practical significance. With the basis of analyzing the existing literature and theory, under the guidance of the theories of system engineering, transportation engineering, safety engineering, etc., this paper will study the emergency system mainly from the following aspects:Firstly, explored the meaning, the characteristics and the harm of the unexpected events, and analyzed the risks of the subways operating from the following four points of view such as people, things, environment and management on the basis of ahead analysis, and then established the risk evaluation index and evaluation model of the urban subway operating, and then built the risk controlling theory of urban subway.Secondly, analyzed the meaning, the division-level, the classification and the system of the emergency preparedness plans and established the it's structural model, and detailed analyzed the setting down process of the emergency preparedness plans and established the setting down steps of the emergency preparedness plans, in addition to putting forward to improving measures for emergency preparedness plans of the urban subway after detailed anglicizing the responding process of the Metro's emergency rescuing, the receiving alarm, the expert decision-making, the responding and acting and the post-disposal, and then explored and established the evaluation index system, and combining the fuzzy evaluation method and AHP to build the fuzzy- AHP evaluating model for evaluating the emergency preparedness plans of the urban subway, and provided the technical guidance for the urban subway safely operating based on the evaluating results of this model.Finally, applied the theories built in this paper to evaluate the risks of the Shenzhen Metro Company, and set down an especial fire emergency preparedness plan and gave it a comprehensive evaluation, verified that these theories which were built in this paper were correct and had a very important practical significance based on the evaluating results.
