Based on the practical situation of Harbin bridge maintenance management department, bridge engineering characteristics and city bridge maintenance technical specifications, this paper develops Harbin bridge maintenance management system and establishes a module structure of network level and protect management system. The system, which is convenient, agile, and practical, can be a quick, reliable, and efficient management tool for bridge management department. It will play an important role for improving the use benefit of the bridge maintenance funds, extending the service life of the bridge, and enhancing the strength of management and decision means. It uses city bridge technology condition evaluation method to evaluate bridge technology condition, and it also discusses durability evaluation method. The durability evaluation method, which synthetically evaluate bridge durability from multiple factors, can make the evaluation results accurate and reliable based on fuzzy set theory and analytic hierarchy process. On the evaluation result processing, it uses non-symmetric similarity scale method and it can prevent evaluation error. It discusses concrete carbonation and rebar corrosion which affect bridge remaining capacity. To concrete carbonation, the paper analyses the carbonization mechanism and influence factors and forecasts carbonation depth by theoretical formula method; to rebar corrosion, the paper analyses rebar corrosion influence factors and explores the rebar corrosion variation law with time, with forecasting the rebar corrosion quantity at last. To the bridge maintenance decision analysis, it uses life cycle cost analysis. The method, which fully considers all expense of life cycle or analysis period, shows the cost of each period by net present value and makes decisions by analyzing and comparing the rationality of each scheme. The decisions are based on reliable economic analysis and they can make every resources get the most effective use.
