Leisure is becoming the core element of the current urban development in Shanghai. As an important carrier of the urban leisure function, urban parks must satisfy the requirement from the environment, social, cultural, economic and other aspects in the process of city transition. Shanghai is in transition in an intensive, sustainable development model. Therefore, the artilce considers that taking smart growth as the dominant ideas, with the combination of demand theory and governance theory is applicable to the renewal and upgrade of urban parks in Shanghai. The conclusions of the article are the following aspects:First, it extends the connotation and extension of urban parks, and identifies six elements related to it. Then, the article defines the conception and the content of the renewal of urban parks and the upgrade of urban parks. The article thinks that the renewal of urban parks mainly relates to the material system, activities system, service system, support system of urban parks, and the upgrade of urban parks relates to the combined effects of urban parks.Second, the article uses smart growth theory, demand theory, and governance theory to build an urban park’s renewal and upgrade mode-SDG mode. According to the definition of the renewal and upgrade of urban park, the article constructs a SDG mode elements framework including facilities, activities systems, related support systems, ecological environment, social conditions, cultural development, economic efficiency, and the city’s image. Next, the article verifies the rationality and feasibility of the elements in the SDG mode by analyzing successful experience of foreign urban park. On the basis of case studies, the article summarizes the strategic measures for the use of the SDG model.Third, the article performs an empirical analysis of Shanghai using the SDG model. Conclusions show that the development of Shanghai’s urban parks is uneven, and the comprehensive quality of urban parks decreases from the center city to the suburbs. At present, Shanghai begins preliminary practice in the renewal and upgrade of urban parks. But there are still seven problems in the fields of the space, resources, facilities and activities, service and organizations, funding, management and planning. Further analysis found that the root causes of the problems is related to the aspects of services, management, funding, planning and other related support systems. Therefore, the article puts forward countermeasures and suggestion from the macro, meso and micro level in the angle of organization, management, funding and planning.
