As the world developing rapidly, Energy Consumption and Environment Protection have become rather important issues for all of us. To face these issues, we can explore new substantial energies which are environment-friendly, such as solar and wind energy, which means to increase the supply. However, these energy supplies are mostly under developing, therefore they take little part in the power supply market. Then, it makes more sense, to cut the consumption down, because the new technologies to cut down the consumption, will take effect, not only at present, but also in the future.Facing the same energy and environment issues, the port field also has to introduce novel produce and management technologies, to improve the power efficient of the existing facilities. So this thesis focused on the lighting facilities in the port. By applying electric ballasts to the lighting facilities, the power efficient and the power factor can be improved. Meanwhile, better controlling functions can be implemented. By introducing network controlling technologies, the lighting facilities can be monitored and operated remotely, for the potential of more flexible controlling strategies.This thesis introduced a survey on the lighting facilities in the port, as well as their control system technologies. Then the technologies was compared to the electric ballast with network functions, to describe the latter’s advantages. Then the topologies of the network control system, the design of the electric ballast’s hardware and software, the design of the network controllers, was introduced in detail.The electric circuits of the electric ballast are composed of rectifier&PFC, the power control block, and the AC/DC converter. The controller block of the electric ballast is implemented with micro-processor, to provide the drive pulse of the electric circuits, and also the functions of digitalization of the electronic parameters. A lamp power controller with high precision and fast response capacities is implemented thru the software algorithm running on the micro-processor.In this thesis two network controllers were designed, the "Ethernet-PLC Gateway", and the "PLC-RS485Gateway". The former controller is implemented with an ARM core processer, by porting the uC/OS and lwip codes, to meet the high speed data transportations. And the latter is implemented with a C51core processer, since its limited data transportations, to cut down the controller costs.
