The harbor region in zhoushan is rich in natural resources and has many piers, it hasthe broad prospects for development, but these piers are geographically dispersed, andform the separation of the right to operate in the development of the port, this results lackfor relativity between the piers in the operating state in the port on the overall, due to thedifferent situation of each terminal operators, it is likely to cause waste of resources in theuse of the resources. Individual terminal operators have different goals and direction in themain business objectives, development and direction with the overall operation ofdevelopment on the convergence in Zhoushan Port. This paper discusses the Zhoushan Portto build a collaborative operating system of collaborative management of the terminalgroup; this can improve the operational efficiency of Zhoushan Port and expand portcapacity, also can get more collaborative business economies of scale. Through the systemof information sharing and integration of resources, it can improve resource utilization.Take measures of collaborative management not only to overcome the problems ofZhoushan Port, but also improve port operational efficiency, so it is necessary toimplement collaborative management among Zhoushan Port group.Building a collaborative operating system is the primary means of Zhoushan Port toimplement collaborative management. Agent technique is the main technique to buildcollaborative operating system, take port and harbor into the Agent as an entity, andsupported by Multi-Agent Systems, combined with the actual situation of collaborativeoperating systems in Zhoushan Port, it has both competition and collaboration between theports of Agent in the Collaborative operating system. It brings synergistic efficacy into fullplay and gets the Synergistic Effect, which is the part of operational efficiency caused bycollaborative management in Zhoushan Port. In this paper, the collaborative operatingsystems model firstly commence in the port area, then according to the expansion of task,it will extends to the entire port range as the basis. Collaborative systems operatingmechanism is to start to issue the collaboration request when dock or port area can notcomplete the task. The system will strives to co-operationally complete the impossible taskof a separate pier with the appropriate allocation of resources.
