There is a large gap between our country and some west countries in studying and application of project management techniques. Especially in recent years as China’s increasing foreign trade, we get a large number of overseas construction projects. It highlights the urgency of studying the project management techniques. This article will rely on Guiana Hydro-electric Power Project’s dam tenders in-depth study of the triangle in project management (quality, schedule and cost) and to provice advices for the project implementation.Project management is combination with the management skills and project implementation process. It has the managemnet and application technology’s characteristics. The engineering item is based on the structures for the delivery of results, and it has clear objectives and requirements, these interrelated actives constitute the engineering item specific processes. Engineering item has large-scale, long implementation cycles, integral nature, more risks and difficult to control, strong bindin, ECT. Carefully observed in recent years to undertake foreign construction projects most of the projects were loss ended, such as China Railway Construction investment Saudi LRT loss of4.1billion Yuan. Why our domestic "excellent" large enterprise Group repeatedly rebuffed when it go to abroad? This paper first analyzes the status quo of domestic and international project management, comb to determine the study content and ideas. After combing, we find the root cause of majority domestic enterprises in the international construction project end up losing money is lack of coordination and control capability of the project. Project management technology needs to be done in-depth study to guide domestic enterprises in the international construction arena achieve the project objectives. Domestic project quality, schedule, cost management of technical need to do a systematic study, because these three elements are mutually restrict each other and occur together during project implementation. Based on these preliminary combing and analysis, this article from the following six aspects complete this topic study work. One, the research background and the significance as a starting point. Two, rely on the project management theory, control theory, coordination theory as the theoretical basis. Three, rely on ZT’s project management capability status quo analysis and the Guiana Hydro-electric Power dam project management requirements about the management of the three main objectives for analysis main body. Four, based on the analysis of Chapter3determine the management of the three main objectives management program of the ZT Guiana Hydro-electric Power dam project. Five, on the basis of Chapter4’s program preliminary study and sum up the implementation of the strategy. Six, finally, doing a summary of content to draw conclusions and prospect on application.The main significance of this thesis is the theoretical basis of quality, schedule, cost coordination and control of management and guidance program for the Hydro-electric Power dam project in Guiana. At the same time it provides a reference for other parts of Hydro-electric Power project coordination and control management. Protection programs can efficiently complete in line with the quality objectives requirements in budget control and schedule. Avoid cost out of control, schedule delays or quality loss of control event for management problems.
