Airport noise pollution has become an important factor that must be considered in airport planning and design. So it is very important to forecast the range and intensity of the impact of airport noise scientifically. It is the most effective way in current practice to carry out compatible land use planning around the airport area by forecasting noises and drawing noise isoline in these areas so as to take preventive measures.By reference to a lot of laws and regulations and practical research results on all aspects of airport noise prediction and evaluation, this paper gives a comprehensive analysis to aviation noise in airports and evaluation of airport noises used domestic and abroad. Based on researching the theoretical model and following the process of software engineering modeling to analyse requirements and design system, this paper implements a lightweight-level airport noise prediction system based on ArcGIS by using the.NET framework and ArcGIS Engine component.This system takes into consideration the specific situations and problems that airport site selection and planning staff will face in the practical work, and makes full use of the advantages of GIS platform to deal with geographic information data. Under the premise that user interface friendly, operation convenient, calculation results intuitive and accurate, the output file easy to handle, the system completes the workflow based on the aircraft flight events and airport runway location to draw the noise isoline and render the thematic map. Its specific functions include:electronic map browsing, runway automatic detecting, runway location dynamic adjusting, noise data calculating, noise isoline and thematic maps generating and so on, which are verified in practical application with the long-term planning map of new Kunming International Airport and tested in the planning of Beijing’s new airport. The realization of theoretical model and system analyzed in this paper will provide some references for theoretical research and practice of airport noise forecasting in China.
