| With the rapid socio-economic development of China in recent years, the programming and constructing of airport are in the ascendant. As a result, the problem of plane's noise disturbing citizens are greatly prominent. In order to avoid surrounding noisy pollution caused by programming and constructing airport as quite as possible, most countries have carried out noise environmental impact assessment both on airport programming and constructing. Our country institutionalizes noise environmental impact assessment on airports by technical induce, the criterion is based on the forecast model and assessment method which put forward by ICAO. Scientific forecasting plane's noise surrounding airports is a basic precondition of reasonable assessing noise surrounding airports, and is an important foundation of preventing noise surrounding airport area and planning holistic programs of cities.According to Aeroplane's Noisy Environmental Criterion Surrounding Airport Area (GB9660-88) , airport noisy forecasting takes Lwecpn as assessment index in China. This article puts forward the impacts caused by navigate noise on different environmental sensitive spots and modify Lwecpn in order to remedy the shortcomings of Lwecpn. On the basis of fully considering the diversity that same grade noise have different impact on different crowd, taking the effective degree about people living in different environmental sensitivity as an assessment index of airport's noise forecast. According to the distance from noise resource to each environmental sensitive spot, sets up functions and modifies them. Finally, sets up equivalence line drawings of noise impact. At the same time, this method is used for forecasting 3rd newly built and expanded project of Urumchi International Airport, and sets up new airport noise assessment systems through considering effective degree that different people were affectedby the airport noise in airport's noise forecast. |
