| With energy structure changes, advocating a low carbon economy and low carbon transport as the background, from multiple levels and reduce the absolute Angle conventional public transport energy consumption and improve the utilization rate of energy consumption, the current is a period of time within the government and scholars face a new challenge. This paper takes this as the topic, researching China’s conventional public transport low carbon development strategy and evaluation system.Firstly, analyzed characteristics of traffic field carbon emissions. On the basis of researching the role and the strategic target of traffic industry in a low carbon economy, analyzing the relationship between conventional public transport and low carbon economy, and its development role, goal and composition of the low carbon.Secondly, for the application of clean energy, improve the energy efficiency and control energy demand as the breakthrough point, from the angle of carbon emissions, ecological environment cost and social economic cost, the influential factors of conventional bus low carbon development are:fuel economy, the energy structure, model structure, driving habits and private cars. According to the four factors before, putting forward their own emissions reduction strategy, through the management methods, technology, concepts used to change the improvement and reduce the energy consumption of the bus vehicles and carbon emissions; for private car, putting forward the external reduction strategy, by improving the efficiency and competitiveness of conventional public transport, improving the share rate, optimizing the structure of traffic, reducing carbon intensity as the car trip, promoting the low carbon traffic development.Thirdly, on the basis of above content, by analyzing the connotation, function, and the evaluation system principles and processes of conventional public transport, established the conventional public transport low carbon development evaluation system. Combined with frequency statistics, theory analysis and actual situation the evaluation indexes, using the mathematical evaluation method-not sure attribute mathematics method, through the tectonic single index function and the attribute measure many index attribute measure function, according to attribute recognition criteria, using a similar number right and similar determines the index weight. Finally, through the analysis of the examples, and use of Visual Basic programming language to solve examples, proved the feasibility of this method. |
