With the vigorous development of subway (in urban areas), the underground space in urban has been utilized efficiently and the traffic jam problem has also been abated to a great extent. However, due to the lack of technique and managerial personnel, the problems of safety management in subway construction have been gaining increasing prominence. Because of the large scale, complicacy and special construction circumstances of subway engineering, they are always with high risks. This paper studies the emergency rescue system for the subway construction accidents, which aims at preventing the occurrence of accidents and reducing casualties and economic losses.The study is carried out by analyzing the reasons of accidents in respects of man factor, material and equipment factor, circumstances factor and management factor. Through statistical analysis of the accidents, the paper describes the accidents’casualties, types time, operation type of tunnel, intermediary and other characteristics. On the base of above, the frame works of the emergency rescue system is analyzed through studies of organization, the process of accident rescuing, resources and ensuring of rescue.The Service Capacity of Emergency Rescue System for Subway Construction implies two capacities of the essence in the Emergency Rescue System (including organization, resource and personnel, etc.) after potential accident occurs, which are reaction ability to accidents and comprehensive service level to decrease accident casualties, economic losses and social influence. Based on the above idea, we construct Evaluation Scheme for Emergency Rescue System, considering the ability in six aspects such as rescue organization, rescue resource assurance, commanding and decision-making, rescue action, aftermath manipulation, and rescue system construction, with analysis on connation, decision on evaluation weighs using Analytic Hierarchy Process (AHP), and evaluation model construction using Multi-level gray evaluation method. Finally, we analysis the construction of emergency related system like Information acquisition and processing system, accident report and instructions issue system, rescue decision supporting system, and emergency rescue industry, and propose improvements with considering realistic deficiency.
