In recent years our country’s vehicle holds assumed to grow at the geometric series, so urban transportation demand is also along with sharp growth. But at present, the growth rate of our city transportation infrastructure has not been able to meet the transportation need which grows day by day. Traffic jam, the low road network utilization rate, the increasing traffic accident, the environmental pollution and so on became the serious problems which our country urban transportation faces. Although domestic and international cities hoped to develop the underground space resources to ease the pressure, few succeed. Its reason in addition to the unreasonable utilization of the underground spaces, the essential reason is that the related departments have not made the effective measures to serve and manage the parking of vehicle. The domestic and foreign practices proof that the effective method of solving the municipal transportation question is to raise the parking service and management level on the existing traffic infrastructure foundation to achieve fundamentally the goal of solving the question.The intelligent parking service system of Beijing was based on the Beijing traffic management system and the program "City Parking Service Platform and Terminal Equipment Development". According to users’demand and market research, the system used C#and EzMatics, ArcIMS, ArcGIS Engine to complete the traffic management subsystem, the navigation subsystem and the parking management subsystem. The traffic management subsystem integrates traffic information collection technology, data communication transmission technology, electronic control technology and computer processing technology to realize main functions such as the video monitoring, GPS(Global Positioning System) monitoring and jurisdiction positioning. The traffic management subsystem could improve the utilization rate of existing network and reduce road traffic congestion. The parking management subsystem combines computer technology, network communication technology and geographic information system technology to complete parking information collection, transfer, storage, processing, maintenance and use. Also it could identify, access/refuse, direct, record, charge, release the vehicle of this area, control the vehicle and staff in and out, record all detailed material and automatically calculate the charge limit, so as to manage and charge the vehicle in the parking lot safely. The navigation subsystem which based on vector electronic map uses the global positioning system (GPS), geographic information system (GIS), maps, matching technology supports the core functions such as positioning, navigation, path planning for vehicles.The Intelligent Parking Service System of Beijing combines the high-tech and high level of technology application to improve the efficiency of the traffic management system, navigation system and parking management system, and change the situation of our country’s traffic.
